Nghe An announces adjustments to the provincial planning; awards decisions, certificates, and cooperation agreements for investments worth over 110 trillion VND

On the morning of July 31st, Nghe An province held a conference titled “Announcement of the Adjusted Provincial Planning for the period 2021-2030, with a vision to 2050, and Investment Promotion for 2026” with the theme: “Nghe An – Realizing the Aspiration for Development”.

Attending the conference were comrades: Phan Đình Trạc – former member of the Politburo, former Secretary of the Central Committee of the Party, former Head of the Central Internal Affairs Commission; Nguyễn Xuân Thắng – former member of the Politburo, former Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council.

The leaders of Nghe An province included: Nguyen Khac Than – Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Hoang Nghia Hieu – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Vo Trong Hai – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Vo Thi Minh Sinh – Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province.

The conference was attended by representatives from central ministries, departments, and agencies, representatives from localities, economic experts, business organizations and associations, corporations, and domestic and foreign investors. The program was also connected online to 130 communes and wards in the province.

Making urban planning a new driving force for development

At the conference, Nghe An province announced Decision No. 2856/QD-UBND dated June 28, 2026, approving the adjustment of the provincial planning for the period 2021-2030, with a vision to 2050.

This is an important basis for concretizing new policies and development directions, meeting the growth requirements in the coming period and effectively exploiting the potential and advantages of the locality.

According to the revised plan, the goal by 2030 is to develop Nghe An into a relatively prosperous province in the country, a growth pole playing a driving role for the North Central region and at the national level; with rapid, sustainable, and strong development in the marine economy.

Comrade Vo Trong Hai – Deputy Secretary of the Provincial Party Committee, Chairman of the People’s Committee of Nghe An province, delivered the opening speech at the conference.

The province is the regional center for industry, high-tech agriculture, healthcare, education, science and technology, trade, logistics, and tourism; it also serves as a hub connecting East-West trade with Laos and the Greater Mekong Subregion.

By 2050, Nghe An aims to become a high-income, comprehensively developed, civilized, and modern province; with a highly developed economy capable of international competitiveness; a synchronous, modern, and smart infrastructure; a high quality of life for its people; and the firm maintenance of national defense, security, and sovereignty over its borders, seas, and islands.

The plan identifies three strategic breakthroughs: perfecting institutions, mechanisms, policies, and the investment and business environment; developing human resources linked to science and technology, innovation, and digital transformation; and developing a synchronous and modern infrastructure system.

Specifically, the spatial development plan is structured as follows: “1 dynamic center, 2 growth poles, 3 spatial zones, 4 development pillars, 5 economic corridors, and 6 dynamic urban areas.”

In his opening remarks at the conference, Chairman of the Nghe An Provincial People’s Committee Vo Trong Hai affirmed that Nghe An has always considered planning to be one step ahead, a crucial tool for formulating development strategies, organizing socio-economic space, and effectively allocating and utilizing resources; while also creating a basis for attracting investment and managing development in a comprehensive, unified, and sustainable manner.

The province hopes to continue receiving attention, support, and cooperation in the future to effectively implement the Plan; make the best use of its potential and advantages; create strong improvements in the quality of growth and competitiveness; and successfully achieve the set development goals.

However, according to the Chairman of the Provincial People’s Committee, the plan only truly becomes meaningful when it is realized through specific projects and constructions. Therefore, it is crucial to immediately begin implementation to make the plan a new driving force for the province’s development.

“Nghe An is committed to continuing to build a proactive, action-oriented, and service-oriented government; strongly reforming administrative procedures; improving the quality of governance; creating a transparent, stable, and favorable investment environment; and accompanying businesses throughout the entire project lifecycle, from surveying investment opportunities, completing procedures, land clearance, construction implementation, to production, business operations, and investment expansion,” Comrade Vo Trong Hai affirmed.

He also expressed his desire to continue receiving suggestions and ideas from experts, businesses, and investors, especially regarding sustainable development solutions, regional linkages, and resource mobilization to realize the Plan; while simultaneously leveraging the province’s existing potential and advantages, and contributing to the overall development of the North Central region as well as the entire country.

Within the framework of the conference, many large corporations and businesses highly appreciated Nghe An’s investment environment, while also sharing investment orientations and proposing development solutions; affirming their continued partnership with the locality in its development process.

A key highlight of the conference was the ceremony to award investment approval decisions, investment registration certificates, and memoranda of understanding and cooperation agreements for 25 outstanding projects, with a total registered investment of approximately VND 110,450 billion.

Delivering a keynote address at the conference, Deputy Prime Minister Le Tien Chau, on behalf of the Government and the Prime Minister, congratulated the Party Committee, government, and people of Nghe An province on the achievements they have made; and also commended the province’s proactive approach and the close coordination of ministries, agencies, and experts in the process of developing the plan and preparing for the conference.

The Deputy Prime Minister stated that the 3rd Plenum of the 14th Central Committee had just unanimously adopted a Resolution on reforming Vietnam’s development model. In line with this spirit, planning is no longer merely a tool for allocating development space, but must truly become a tool for creating development; it must not only determine where development will take place, but also answer the questions of what driving forces will drive development, how resources will be mobilized, and ultimately what value it will bring to the people.

Assessing Nghe An’s potential, the Deputy Prime Minister stated that the combination of its strategic geographical location, cultural traditions, human resources, development potential, and special attention from the central government has created a distinct advantage for the locality. This forms the foundation for Nghe An to become an important growth pole of the North Central region and the entire country.

To ensure the plan is quickly implemented, the Deputy Prime Minister suggested that Nghe An focus on carrying out five key tasks.

First, the province needs to urgently concretize the planning into an action plan with the spirit of “6 clear points”; issue the implementation plan immediately in August 2026; clearly identify the list of priority tasks and projects for each stage and clearly assign responsibilities to each provincial leader to directly supervise.

In addition, Nghe An must focus on effectively utilizing resources, prioritizing investment in foundational projects with inter-regional significance and large-scale spillover effects; and leveraging the leading role of public investment to strongly mobilize private investment and social resources.

The Deputy Prime Minister also requested the province to promote the human and cultural values ​​of Nghe An as an endogenous resource; link the development of economic spaces with training and attracting high-quality human resources; and at the same time preserve and effectively exploit cultural values ​​to enhance the attractiveness and brand of the locality.

Another crucial requirement is that rapid development must go hand in hand with green and sustainable development; resolutely refusing to sacrifice the environment, security, order, and quality of life for the sake of mere growth; and fully integrating requirements for national defense, security, environmental protection, and disaster prevention right from the planning and investor selection stages.

According to the Deputy Prime Minister, the measure of investment promotion should not be the total registered capital but rather the total implemented capital, project implementation progress, land use efficiency, technological level, and the ability to create a ripple effect on the local economy.

Affirming that the conference is a significant milestone for Nghe An, the Deputy Prime Minister emphasized that from this point on, the province has a new development space, new thinking, new vision, and new driving forces to realize its development aspirations. “What the Government and the Prime Minister expect from Nghe An is not just a higher growth rate, but a qualitative transformation in the province’s development model,” the Deputy Prime Minister stressed, while calling on corporations, investment funds, businesses, and domestic and international partners to choose Nghe An as a strategic investment base, to work with the province to create new values ​​and bring new benefits, and to contribute to the country’s steady development in the new era.

In his concluding remarks at the conference, Provincial Party Secretary Nguyen Khac Than expressed his sincere gratitude for the presence and heartfelt, responsible opinions of the Central leaders, local leaders, experts, the business community, and domestic and foreign investors; and also seriously and fully accepted the profound and comprehensive guidance from Deputy Prime Minister Le Tien Chau.

Immediately following this conference, the comrade requested the Provincial People’s Committee, departments, agencies, and localities to focus on widely disseminating the core contents, new points, and major orientations; and to urgently develop and effectively implement the provincial planning implementation plan.

Regarding the projects for which decisions were made and memoranda of understanding were signed at the conference, the Provincial Party Secretary emphasized the need to clearly assign a focal agency to monitor and support the projects, proactively coordinate with investors to develop specific implementation plans and schedules; promptly resolve difficulties and obstacles within their authority, and report to higher authorities for consideration and handling of matters beyond their authority.

Heads of agencies, units, and localities must directly lead, direct, and proactively handle work within their authority, be ready to coordinate and support the industry along with investors, strengthen coordination, avoid shirking or avoiding responsibility, and prevent the prolonged processing of business and investor applications from month to month or day to day, thereby losing opportunities for project implementation and the province’s development.

Addressing businesses and investors, Mr. Nguyen Khac Than expressed his sincere gratitude for the trust and support of the business community in the province’s development potential, investment environment, and commitment to innovation. He also urged them to uphold a sense of responsibility, proactively allocate resources, and closely coordinate with relevant agencies to expedite the completion of procedures according to regulations and implement projects on schedule, ensuring quality and efficiency, with the spirit of “what is said must be done, what is committed must be fulfilled, and what is implemented must ensure progress, quality, and efficiency.”
