On the morning of May 9, the People’s Committee of Nghe An Province held the Launch Ceremony in Response to the 2025 Action Month on Occupational Safety and Health at Hoang Mai I Industrial Park. The theme of this year’s campaign is: “Enhancing Risk Assessment and Identification, and Proactively Implementing Measures to Ensure Occupational Safety and Health in the Workplace.”
The ceremony was attended by provincial leaders, including: Mr. Bui Dinh Long – Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee, and Chairman of the Provincial Council for Occupational Safety and Health; Mr. Vi Ngoc Quynh – Deputy Director of the Department of Home Affairs, Vice Chairman of the Provincial Council for Occupational Safety and Health; also in attendance were representatives from provincial departments, agencies, Hoang Mai Town, Hoang Thinh Dat Corporation, and Andromeda Vietnam Footwear Company.

In 2024, Nghe An Province achieved significant results in occupational safety and health. The province met and exceeded key targets, with several notable highlights. Over 90,000 workers and employers participated in occupational safety and health training programs, and 48,105 workers received health check-ups and medical classification.
Authorities conducted more than 400 inspections at businesses across the province, imposing fines totaling over VND 700 million on more than 20 enterprises for occupational safety and health violations. Financial resources for occupational safety and health were also boosted, with VND 540 million from the state budget and over VND 1 trillion invested by businesses in worker protection measures.
Beside the outcomes have been achieved, challenges remain. Inspections and legal enforcement are not yet frequent or timely, and working conditions in small businesses and craft villages show little improvement. Workplace accidents and occupational diseases still occur, including severe cases. In 2024, Nghe An recorded 14 labor accidents, with 8 fatalities. In just the first four months of 2025, several serious incidents were reported, including: A fatal accident at Song Lam Cement JSC No. 2 (Anh Son District), where three workers died while cleaning a cement silo. Another incident in Tan Hop Commune, Tan Ky District, where three workers died while installing a well pipe.

The Nghe An Provincial Council for Occupational Safety and Health has announced its key objectives for 2025: to reduce the number of fatal occupational accidents by at least 4% compared to 2024; to increase by at least 5% annually the number of workers exposed to occupational hazards who undergo medical check-ups and are screened for work-related illnesses. Similarly, the number of establishments with hazardous elements that undergo environmental monitoring is expected to grow by a minimum of 5% each year. In addition, the council has committed to ensuring that 100% of fatal workplace accidents are reported, thoroughly investigated, and addressed in accordance with legal regulations. All craft villages and cooperatives across the province are expected to have access to relevant information on occupational safety and health. Furthermore, every manager and official responsible for directing or implementing OSH policies will receive capacity-building support and updated training to enhance their expertise in the field.

Speaking at the launch ceremony, Mr. Bui Dinh Long, Vice Chairman of the Nghe An Provincial People’s Committee and Chairman of the Provincial Council for Occupational Safety and Health, emphasized the importance of workplace safety in the context of the province’s rapid industrial growth. Currently, Nghe An is home to nearly 17,000 enterprises employing over 399,000 workers, particularly in major industrial zones such as VSIP, WHA, Hoang Mai I, Hoang Mai II, and Dong Hoi, which host a large concentration of laborers. He stated that the 2025 Action Month on Occupational Safety and Health presents a key opportunity to strengthen awareness, responsibility, and collective action, in line with this year’s theme: “Enhancing Risk Assessment and Identification, and Proactively Implementing Measures to Ensure Occupational Safety and Health in the Workplace.”
To ensure the campaign yields effective outcomes and to further strengthen OSH efforts in the coming period, Mr. Long called on all levels of government and sectors to intensify communication, training, and education efforts to raise public and business awareness. He stressed the need to improve the quality of training and consultancy activities, tailored to the specific characteristics and risks of each industry, especially high-risk sectors such as working at height, welding, mining, chemical safety, and electricity.
He also emphasized the importance of increased inspection, supervision, and strict enforcement of OSH regulations, while encouraging the recognition and timely commendation of outstanding individuals and organizations.
Enterprise owners and business operators, he added, must show serious commitment and adequate investment in OSH. This includes reviewing and establishing comprehensive internal rules and safety guidelines, investing in modern technologies and equipment to improve working conditions and reduce the risk of accidents and occupational diseases. Employers are also encouraged to implement concrete action plans to enhance working environments, promote harmonious labor relations, reduce stress and fatigue, and provide welfare programs for employees.
Meanwhile, workers should continuously raise their awareness of self-protection, proactively engage in learning, and strictly follow all safety protocols and technical procedures to prevent accidents and work-related illnesses.
Mr. Long expressed confidence that, with strong leadership from the Party committees and authorities, along with the active participation of departments, sectors, localities, businesses, and workers, the province’s OSH efforts in 2025 will yield positive results, contributing to the creation of a safe, healthy, and sustainable working environment.

Honorees included: The Department of Labor – Employment – Occupational Safety, under the Nghe An Department of Home Affairs; The Business and Labor Management Division, under the Southeast Economic Zone Authority; The Nghe An Branch of Hoang Thinh Dat Corporation; An Nam MATSUOKA Garment Co., Ltd.; Hua Na Hydropower Joint Stock Company; Nghe An Sugar Co., Ltd. (NASU). These awards recognized the meaningful contributions of these organizations in promoting safe and sustainable working environments across the province.
