Vice Chairman of Nghe An Provincial People’s Committee, Bui Thanh An, has requested Hoang Mai Town to closely coordinate with relevant departments, agencies, and investors to expedite the land clearance process for Hoang Mai II Industrial Park.
On the afternoon of March 17, Mr. Bui Thanh An – Member of the Provincial Standing Committee, Vice Chairman of the Provincial People’s Committee, conducted an inspection of the land clearance progress at Hoang Mai II Industrial Park. Accompanying him were leaders from provincial departments, sectors, and Hoang Mai Town authorities.

The “Investment, Construction, and Infrastructure Business Project of Hoang Mai II Industrial Park” is being invested by Hoang Thinh Dat Joint Stock Company in Quynh Vinh Commune, Hoang Mai Town, covering nearly 335 hectares, with a total registered investment of VND 1,900 billion.
By December 2024, 183.1 hectares had been surveyed and approved. However, thus far, only 32 hectares have been officially reclaimed, and 20 hectares have been leased. Among these, one project is already operational, while another by Thien Nang Group is currently under construction and expected to be operational by August this year. Meanwhile, 150 hectares are still awaiting approval for site clearance and compensation plans.
Mr. Pham Van Hao – Vice Chairman of the Hoang Mai Town People’s Committee reported on the progress of the town’s site clearance work.
The main reason for the delay is the lack of agreement among local residents. They are demanding a higher compensation price for agricultural land, exceeding VND 55,000/m², as well as an increase in compensation rates for trees, crops, and intercropped plants based on crop density. They are also asking for asset compensation and resettlement arrangements for households impacted by moving into new economic zones.
The remaining area of nearly 152 hectares that has not been approved for measurement has now completed the necessary documentation. Approximately 129 hectares of this are prepared for submission and approval, but more than 23 hectares still encounter difficulties because of boundary overlaps, differences in location, areas, and land classification, which exclude them from being completed and submitted for measurement approval.

During the meeting, leaders from provincial departments, sectors, Hoang Mai Town, and Hoang Thinh Dat Joint Stock Company actively exchanged views and focused on analyzing, discussing and proposing potential solutions to address obstacles in the compensation and site clearance.
Concluding the meeting, Vice Chairman of the Provincial People’s Committee, Mr. Bui Thanh An acknowledged the efforts and commitment of all relevant stakeholders, including departments, local authorities, and investors, in implementing the project. He emphasized that accelerating the land clearance for Hoang Mai II Industrial Park and other industrial parks across the province is a key task to achieve Nghe An’s economic growth targets for 2025 and the following years. Furthermore, he reaffirmed the province’s commitment to supporting businesses, ensuring close collaboration between the government and enterprises.

To ensure the timely handover of cleared land to investors and the implementation of essential infrastructure within and beyond the project area, Vice Chairman of the Provincial People’s Committee, Mr. Bui Thanh An, directed departments, local authorities, and investors to intensify efforts and adopt a more decisive approach to site clearance. He emphasized that the process must adhere to four key principles: Residents must not suffer losses, but exploitation is not allowed; As funds come from the state budget, they must be used efficiently, economically, and in compliance with regulations; Compensation payments must be made immediately after each case is processed; Investors, authorities, and relevant departments must coordinate closely to resolve issues promptly, in accordance with regulations, and within a clear timeline. The ultimate goal is to complete site clearance for the entire Hoang Mai II Industrial Park project by May 31, 2025.

Regarding the challenges in the site clearance process, Mr. Bui Thanh An requested that the leaders of Hoang Mai Town, along with the Department of Agriculture and Environment, the Department of Finance, and the provincial-level working delegation, thoroughly discuss and determine clear solutions. Hoang Mai Town is required to propose a resolution plan and submit it to the provincial-level working delegation for further review and consideration.
The delegates listened to the presentation of the Hoang Mai II Industrial Park project’s site clearance work, including its progress, challenges, and roadblocks.
Regarding asset compensation, relocation, and resettlement for households moving to new economic zones, Mr Bui Thanh An directed the Hoang Mai Town People’s Committee to urgently review individual household records, propose compensation plans, and consult with the Department of Construction and relevant sectors to ensure accurate identification of eligible beneficiaries and appropriate compensation policies.
For the drainage system around Hoang Mai II Industrial Park, he instructed departments, local authorities, and investors to expedite its completion within two years, ensuring that by the end of 2025, the wastewater treatment system for factories will be fully operational.
Additionally, Vice Chairman Bui Thanh An urged Hoang Thinh Dat Joint Stock Company to explore and propose the development of a third industrial park so that the province can incorporate infrastructure investment projects into the next public investment plan. He also emphasized attracting highly automated projects to reduce labor dependency while prioritizing investments that contribute to local revenue growth.
The provincial leaders, along with representatives from departments, sectors, and Hoang Mai Town, inspected the Hoang Mai II Industrial Park project.
The Vice Chairman of the Provincial People’s Committee assigned the Departments of Agriculture and Environment, Finance, and Construction to promptly address any difficulties and obstacles within their respective functions upon receiving proposals from the Hoang Mai Town People’s Committee.The Management Board of the Southeast Economic Zone is responsible for closely monitoring and urging relevant departments, local authorities, and sectors to ensure timely implementation. Additionally, they must promptly report any issues or arising challenges to the Provincial People’s Committee.
“Accelerating the site clearance process for industrial parks, especially Hoang Mai II Industrial Park, is a key task to achieve the province’s growth targets. It is essential to support businesses and establish breakthrough mechanisms for private sector development,” emphasized Vice Chairman Bui Thanh An.
