On the morning of June 19, Comrade Nguyen Khac Than – Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the provincial National Assembly Deputies’ Delegation inspected the field situation of the implementation of key projects and works in the province, including 2 projects: Hoang Mai I Industrial Park and Hoang Mai II Industrial Park invested by Hoang Thinh Dat Corporation.
Accompanying him were Comrade Bui Thanh An – Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People’s Committee; and leaders of various departments and agencies.

Hoang Mai I Industrial Park has completed the land clearance of more than 250 hectares, with more than 14 hectares remaining uncompleted. The drainage canal around the IP has reached about 62% of construction progress, expected to continue construction in July 2026. The N3 road connecting National Highway 1A to the IP has completed 855m; the remaining 132m at the beginning of the route and the intersection with National Highway 1A must suspend construction due to the lack of cleared land. For Hoang Mai II Industrial Park, the compensation plan has been approved for nearly 60%; the area with land acquisition decisions and completed land clearance reached 58.41%; nearly 30 hectares have been leased.

Of the more than 139 hectares, 82 hectares have no major issues, but over 57 hectares are still problematic due to disputes, undetermined land users, lack of consensus among residents, and failure to hand over the land.
The drainage system around the industrial park, comprising 3 lines totaling 8.88 km in length, is expected to commence construction in August and September 2026. The project to expand the road from National Highway 48D into the industrial park has been included in the public investment needs for the 2026-2030 period. The project for the lighting system on National Highway 48D, Provincial Road 538, and traffic lights at the intersection has been approved by the Provincial People’s Committee.

After hearing the reports, Provincial Party Secretary Nguyen Khac Than requested the Southeast Economic Zone Management Board to organize the construction and completion of the N3 road; and to coordinate the acceleration of the drainage canal around the industrial zone. Hoang Mai Ward is implementing procedures to clear the land for Hoang Mai Industrial Park I according to schedule. The entire 139.23 hectares of land in Hoang Mai Industrial Park II will be cleared before September 30, 2026. Complete the specific land price dossiers for the relocated households before June 25, 2026; review the conditions for allocating resettlement land and land with land use fees, and complete this before July 15, 2026. Continue dialogue and persuasion efforts with households affected by the 4.66 hectares to accept compensation and hand over the land. The investor will strengthen efforts to attract investment, striving to attract $500 million in 2026.
