The positive contributions of Hoang Mai I and Hoang Mai II Industrial Parks, developed by Hoang Thinh Dat Corporation, have played an active role in driving Nghe An province’s recent investment attraction achievements.
The Impression of Hoang Mai I
The imprint of Hoang Mai I IP in Nghe An lies in rising to become a key economic growth engine in the northern part of the province, achieving a high occupancy rate, and successfully attracting many large FDI projects even amid difficult contexts.
Hoang Mai I IP is one of the key IPs within the Southeast Economic Zone, located in Hoang Mai ward, Nghe An province. This is a focal point in the South Thanh – North Nghe industrial focal region, possessing many advantages regarding seaports, expressways, and inter-regional connectivity.
The project has detailed planning approved by the Nghe An Provincial People’s Committee in Decision No. 3583/QD-UBND.DT dated September 5, 2008, and was established under Decision No. 62/QD-UBND.CN dated January 8, 2009. On February 26, 2011, the Prime Minister issued Decision No. 276/QD-TTg on the investment policy for the Hoang Mai I IP Project.
The investor of Hoang Mai I IP is Hoang Thinh Dat Corporation, established on March 5, 2004, headquartered at K7TT1-SH17, Center Area of Starlake Urban Area, Xuan Dinh Ward, Hanoi City. The project has a total investment capital of approximately 740 billion VND.
According to the master plan, Hoang Mai I IP has a total area of 264.77 ha. Among which, land for constructing industrial facilities is 180.95 ha, accounting for 68.34% of the total area; administrative and service center 10.74 ha; technical infrastructure hub 4.66 ha; transportation land 22.42 ha; landscape greenery land 31.65 ha; and water surface 14.35 ha. The IP is located along National Highway 1A, 10 km from Nghi Son Port and 7 km from Dong Hoi Port.
According to the development orientation for the South Thanh – North Nghe region approved by the Government, Hoang Mai I IP, together with Nghi Son Economic Zone, is identified as the core forming the regional industrial center of Southern Thanh Hoa – Northern Nghe An.
Priority sectors for investment attraction include mechanical assembly industry; manufacturing of electrical equipment, electronic products, computers, and optical products; precision engineering; manufacturing of automobiles, motor vehicles, and transport equipment; manufacturing of spare parts serving production and service sectors; building materials; food processing; manufacturing of rubber and plastic products; chemicals and chemical products.
Regarding technical infrastructure, the internal traffic system is comprehensively planned with a 36 m wide central axis road and main routes 22.25 m wide.
Regarding the wastewater treatment system, domestic and industrial wastewater from factories after preliminary treatment will be directed to the IP’s centralized wastewater treatment plant. The plant has a capacity of 25,000 m3/day-night, ensuring wastewater meets standards before being discharged into Nha Le Canal.
Hoang Mai I IP has attracted several projects such as Hoang Mai Rosin Processing Plant; Ju Teng Electronic Technology Co., Ltd.; Dongxu Juteng I Electronic Materials Vietnam Co., Ltd.; Andromeda Footwear Vietnam Co., Ltd., etc.
To date, Hoang Mai I IP has completed land clearance for more than 250 ha, with over 14 ha remaining uncompleted. The drainage canal item around the IP has reached about 62% of construction volume and is expected to resume implementation in July 2026.
Regarding connecting infrastructure, 855 m of the N3 road connecting National Highway 1A to Hoang Mai I IP has been completed. However, the first 132 m of the route and the intersection with National Highway 1A are currently suspended from construction due to lack of site clearance.
With a scale of over 264 ha, a location close to National Highway 1A, the North – South Expressway, Nghi Son Port, Dong Hoi Port, along with a comprehensively planned technical infrastructure system, Hoang Mai I IP is expected to continue playing an important role in the industrial development strategy of Northern Nghe An, while contributing to strengthening industrial linkages between Nghe An and Thanh Hoa.
Continuing to affirm position
In the early months of 2026, Nghe An rose to become one of the localities with the best FDI attraction results nationwide. This achievement saw important contributions from industrial park infrastructure investors in the province, including Hoang Thinh Dat Corporation – investor of the two projects Hoang Mai I and Hoang Mai II IPs.
Leaders of Nghe An province assessed that the success of Hoang Mai I IP has built a foundation and confidence for the investor to continue implementing Hoang Mai II IP effectively in the coming time.
At a recent working session with the investor, Mr. Bui Thanh An, Standing Vice Chairman of the Nghe An Provincial People’s Committee, stated that the Hoang Mai II IP Project is one of the 12 key projects of the province. Therefore, units must be more decisive in implementation; monthly reporting honestly and clearly on the responsibility of performing assigned tasks, contributing to achieving growth targets under the Resolution of the 20th Nghe An Provincial Party Congress.
“Hoang Thinh Dat Corporation should focus on attracting investors who use less labor but possess modern, advanced technology lines. Focus on attracting FDI projects that ensure two main goals: contributing to the budget and driving the development of domestic enterprises. The province commits to supporting businesses to develop,” Mr. An emphasized.
The Hoang Mai II IP Project invested by Hoang Thinh Dat Corporation has an area of 334.79 ha, with total registered capital of 1,900 billion VND.
In late 2025, Hoang Mai II IP welcomed its first operational project, which is the High-Performance Battery Manufacturing Plant of Tianneng Group Vietnam Co., Ltd. The plant specializes in manufacturing batteries for electric motorbikes and industrial energy storage, with a capacity of 93,000 products/year, over an area of more than 11 ha, with a total investment capital of 39.2 million USD.
Recently, Hoang Mai II IP continued to record the inauguration ceremony of the Yabashi Vietnam Heavy Calcium Carbonate Powder Manufacturing Plant invested by Yabashi Vietnam Ultrafine Stone Powder Production Co., Ltd.
The plant was invested on an area of 8.4 ha, specializing in producing and trading heavy calcium carbonate powder with a designed capacity of 36,000 tons/year, including 12,000 tons of ultrafine white calcium carbonate powder and 24,000 tons of fine calcium carbonate powder. The project uses modern production lines and technology, supplying raw materials to many domestic industrial sectors and for export.
Initial results have created important momentum for the investor to continue driving the infrastructure deployment of the IPs. Investors of Hoang Mai I and Hoang Mai II are confident that, with active support from local authorities, site clearance obstacles will soon be resolved, creating conditions to accelerate infrastructure construction progress, ready to welcome domestic and foreign investors, contributing to making Nghe An an industrial center of the North Central region.
